Background
Bidding calls for the project's environmental impact assessment (EIA) and social stability risk assessment were put out in 2023[1], but the EIA report was only approved by the Xinjiang Uyghur Autonomous Region Ecology and Environment in February 2025[2][3]. The soil and water conservation plan received approval from the Xinjiang Uyghur Autonomous Region Water Resources Department in October 2024[4].
A construction starting ceremony was held in June 2024 and the foundation was laid[5]. However, the actual construction did not begin until the end of 2024. Construction was making good progress in 2025, and the two units were planned to commence operation in 2026[6][7].
