Background

Chinfon Cement Thủy Nguyên Cement Plant discharged a large volume of cement dust in to the environment, affecting the lives of local communities in 2010. The plant claimed it was an accident, which was caused by misperforming equipment. However, the locals said the environmental violations had taken place for years, and more than 10 local people suffered from cancer caused by pollution. The district committees was only able to survey the environmental pollution caused by the plant and relocate people to other areas.
