Background

Chongqing is one of four direct-controlled Municipality in China. Multiple gas fields have been discovered and developed in Chongqing and Sichuan region since 1950s.

During the 13th Five-Year Plan period (2016-2020), natural gas production in Chongqing reached 13.15 billion cubic meters per year, an increase of 66% over 2015. The gas pipeline mileage reached 5,500 kilometers with the gas transmission capacity of 35 billion cubic meters per year.

The goal of gas development by 2025 set in the 14th Five-Year Plan is: the conventional natural gas and shale gas production reaches 5 billion cubic meters and 13.5 billion cubic meters respectively. The proportion of natural gas consumption reached 20% among overall energy consumption.

十三五期间，重庆天然气年产量达131.5亿立方米，较2015年提高66%。西南地区首座地下储气库投运，全市输气干线管道达5500公里，输气能力达350亿立方米/年。

2025年目标：常规天然气、页岩气产量分别达到50亿立方米、135亿立方米；天然气消费比重达到20%。完善天然气输气管网。按照国家部署，协同推进川气东送二线重庆段建设，形成“一纵三横多支线”跨省管网格局，增强川渝天然气资源服务全国能源保障能力。

建设永川—江津、江津—南川、云奉巫复线、奉节—巫溪、万源—城口、南川—两江新区、东胜—大有、江津来滩—支坪、临江—港桥、巴南姜家—界石、足202—璧山虎溪、足208井试采地面工程项目、三合—双福、黄草峡—江南清管站、合川铜相线—银祥配气站、铜锣峡储气库—龙兴配气站、涪陵长南线—长江西阀室等天然气输气管道，适时推进渝西、永川—荣昌、武隆、梁平—忠县、綦江丁山等页岩气区块外输通道。积极完善渝东南、渝东北等地区天然气管网，论证渝东南管网互联互通工程。推动建万线、巴渝线、卧渝线等老旧管网及站场适应性改造工程。

Shuijiang–Dazu–Zhong County Gas Pipeline 渝西管网水江—大足—忠县输气干线

On June 29, 2020, Chongqing Yuxi Natural Gas Pipeline Co., Ltd. was established to construct, operate, and manage the Western Chongqing Natural Gas Pipeline Network. This network was estimated to cost 7.45 billion yuan over the next five years with total length of 551 kilometers. One of the major projects, the Shuijiang–Dazu–Zhong County Gas Pipeline, would amount to 551 kilometers of natural gas pipelines for gas production in Chongqing Province, China.

Nanchuan-Fuling Gas Pipeline 南川-涪陵页岩气输气管道

On December 17th, 2019, the Nanchuan-Fuling Gas Pipeline was put into full operation. With a planned daily outbound capacity of 2.6 million cubic meters of shale gas, this pipeline will effectively unlock the shale gas production capacity of areas such as Pingqiao, Jiangdong, and Baima in Nanchuan, Chongqing. Through its connection to the Fuling-Wangchang Gas Pipeline and the Sichuan Gas Eastward Transmission Pipeline, it will continuously transport shale gas to central and eastern China. This will provide clean energy for the development of the Yangtze River Economic Belt.

In October 2020 ownership of the pipeline was transferred from Sinopec to PipeChina.
