Chongqing Shuanghuai power station (国家电投重庆合川双槐电厂) is an operating power station of at least 1920-megawatts (MW) in Shuanghuai, Hechuan, Chongqing, China with multiple units, some of which are not currently operating. It is also known as Shuanghuai power station, Daba power station.

Project-level coal details

Background

The two first coal-fired power units of Shuanghuai power station, totaling 600 MW, were brought online in 2006. The plant was owned by CPI and Chongqing Energy Investment Group.[1]

Second Phase

The plant's owners planned to build two additional coal-fired units at this plant, with a total planned capacity of 1,320 MW as of 2014.[2][3][4][5]

Units 3 and 4 were completed in June 2013 and September 2014 respectively.[6] [7][8]

Third Phase

According to a 2023 EIA document linked on the SPIC website and available in the Baidu Cloud, a third phase may have been under consideration since 2013 and on hold until the end of 2022, when it was revived to satisfy electricity demand from Chongqing. In November 2022, the Chongqing DRC issued a "Letter on Accelerating the Promotion of the Hechuan Shuanghuai Phase III Coal-fired Power Project."[9] In December 2022, the SPIC Chongqing Hechuan Power Generation Co., Ltd. entrusted Chongqing Huankeyuan Boda Environmental Protection Technology Co., Ltd. to carry out the environmental impact assessment,[10] and the Energy Bureau issued a notice regarding the expansion in the City's 14th Five-Year Electricity Development Plan. The project was featured in Chongqing's key projects list for 2023 under new construction.[11]

In March 2023, bidding for a 2 x 1,050 MW expansion was underway[12][13]

The expansion was permitted on March 4, 2023 (渝发改能源【2023】284号) according to the EIA report.[9] In April 2023, a pre-announcement regarding land acquisition was also circulated.[14]

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[15]
