Background on Project

China Datang was planning to build a two-unit coal-fired power plant with a total capacity of 2,000 MW in Anhui Province.[9][10][11][12]

The project's Environmental Impact Assessment (EIA) was published in January 2014.[13]

In 2015, the plant's EIA was rejected due to insufficient plans to reduce regional pollution; being in an environmentally-sensitive location; and having insufficient public participation. The planned capacity was listed as 2 x 660 MW.[14][15]

However, in the Anhui Province Power Development 13th 5-Year Plan published in May 2017, Chuzhou power station was listed as a start-construction project.[16]

As of July 2018, the power station was moving forward in a new location to avoid the problems with the original EIA.[17]

The plant was approved for construction in July 2020.[18]

In July 2021, it was agreed that Datang Anhui Power Generation Co., Ltd. and China Coal Xinji Energy Co., Ltd. would jointly fund the construction. The total investment of the project is about 5.24 billion yuan. Datang Anhui will invest about 802 million yuan in accordance with a 51% equity ratio.[19]

Bidding announcements for construction were reportedly released in late 2021.[20]

The plant reportedly began construction in May 2022.[21]

In December 2023, the investment agreement was finalized. In March 2024, foundation excavation for the chimney began. In April 2024, cooling tower construction started. In May 2024, chimney concrete was poured. In July 2024, the EPC contract was signed. In August 2024, boiler steel er****ion progressed. In December 2024, the first beam was hoisted, and the chimney was topped out. In March 2025, steel roof hoisting began. In March 2025, boiler heating surface hoisting began. In May 2025, the cooling tower was topped out. In September 2025, high and medium pressure cylinders were placed. In October 2025, the generator rotor was installed, and chimney painting was completed. In November 2025, the boiler hydrostatic test succeeded. In January 2026, the boiler dynamic field test was completed. In March 2026, turbine spin and grid connection succeeded. Unit 1 completed its 168-hour trial run in March 2026[22].

In September 2024, the cooling tower ring beam was poured. In April 2025, the absorber tower was topped out. In May 2025, the DCS was energized. In June 2025, the generator stator was placed. In September 2025, turbine cylinder work was completed. In December 2025, steam blowing was completed. In December 2025, grid connection succeeded. Unit 2 completed its 168-hour trial run in January 2026[23].

In December 2025, the preliminary feasibility study was awarded. In December 2025, the study was won by Anhui Design Institute.
