Ciénaga FSRU
Background
The proposed Ciénaga FSRU is a private LNG port concession project located in Ciénaga, Magdalena, Colombia. It was first presented to the public in July 2023 during a community meeting, shortly after the formation of its development company, Sociedad Portuaria Ciénaga LNG S.A.S., in May 2023.[1][2] The project involves the construction of an offshore LNG terminal situated 7.5 kilometers from the coastline, designed to receive and handle bulk liquefied natural gas (LNG).[1][3] Key infrastructure includes a floating storage and regasification unit (FSRU) or floating liquefied natural gas (FLNG) terminal, a Pipeline End Manifold (PLEM), a 7.4 km subsea pipeline, and an onshore metering and transfer station. During construction and operation, the project is expected to generate around 150 direct and indirect jobs.[1]
According to the developers, the terminal is planned to serve as both an import and export facility.[4] While Colombia currently faces a domestic natural gas supply deficit, the company anticipates that recent offshore gas discoveries (like the offshore Sirius gas field) could position the country as a net exporter in the future.[5]
In 2025, the National Environmental Licensing Authority (ANLA) announced that it had begun advancing administrative procedures to assess the project's feasibility. The terminal is expected to begin operating in 2027, with a regasification capacity of 400 million cubic feet per day (MMcf/d). As of 2025, the project's estimated cost ranges between USD $49.3 million and $60.0 million.[5][6][7][8][9]
