Background
The Ciments du Maroc Laayoune Grinding Plant has operated since 1982, with a capacity of 500,000 tonnes of cement annually.[3] It has been accused of being an attempt to further the Moroccan colonization of Western Sahara by attracting settlers and development, displacing the Sahrawi people.[4]
