Impacts

Potential emissions and details on the project's status and permit applications can be viewed on Oil and Gas Watch page here.

The Oil and Gas Watch database, created by Environmental Integrity Project (EIP), is a free, public-facing tool designed to track the rapid expansion of fossil fuel and petrochemical infrastructure in the United States. Oil and Gas Watch maps new and expanding oil, gas, and petrochemical infrastructure projects across the country and monitors each project’s construction status so the public can stay informed about major oil and gas developments being proposed in their communities. We track key environmental approvals companies must obtain before starting construction or operations and provide access to thousands of government records and permits unearthed by our analysts.

Background

In July 2025, xAI has purchased a former gas power plant, previously owned by Duke Energy, close to the site of its new Colossus 2 data center in Memphis, Tennessee. The plant is located on Stanton Road in South Haven, across the state border from Memphis in Mississippi, and six miles from Tulane Road, where the new data center will be built.[12][13] Shortly after, Mississippi regulators granted xAI temporary approval to run gas turbines there for up to 12 months without a permit. To transport and manage power generated by the Mississippi power plant, xAI is building infrastructure near Colossus 2.[14]

To deploy faster than peers, xAI relies on rental turbine companies. In September 2025, it was reported that Colossus 2 had power from seven installed SMT-360/Titan-350 gas turbines, which were deployed at the Southaven site, Mississippi. Titan-350 models from Solar Turbines (a Caterpillar subsidiary) were chosen for their mobile, high-efficiency design (up to 40% thermal efficiency) and rapid deployment (weeks vs. months for grid upgrades). Each Titan-350 can generate 35-38 MW of power. xAI’s joint venture with Solaris Energy Infrastructure (50.1% Solaris, 49.9% xAI) has already deployed USD 112 million in Q2 2025 CapEx for turbines, with Q4 2025-Q1 2026 ramping to enable over 1.1 GW total by Q2 2027 (and options for 1.5+ GW). The mobile turbines can reach 1.1 GW with about 30+ Titan-350 turbines.[14][15]
