Congo FLNG Terminal, also known as Tango FLNG Terminal, Eni Congo FLNG Terminal, and Congo Marine XII FLNG, is an operating LNG export terminal in Republic of the Congo.

Background

In February 2022, New Fortress Energy announced that it was working with Eni Congo (a subsidiary of Eni SpA) to develop an LNG export terminal using New Fortress Energy's "Fast LNG" technology.[11] The project would provide gas for both domestic power generation in the African country and LNG export.[12]

The terminal was estimated to be operational by the second quarter of 2023.[12] It was reportedly fast-tracked as a result of the Russian invasion of Ukraine, and the EU's desire to import non-Russian gas.[13]

Despite initial reports suggesting the use of "Fast LNG" technology, in August 2022 Eni announced the purchase of the Tango FLNG vessel, which has a liquefaction capacity of over 0.6 mtpa and a total gas treatment capacity of 3 mtpa.[14]

As of April 2023, Bloomberg reported that construction was underway, with the Tango vessel being converted to a FLNG. The project is being developed by Eni alongside the Eni Congo FLNG II Terminal, expected to being operation in 2025, with a capacity of 2.4 mtpa.[15]

In July 2023, GIIGNL reported that the project was planning to start up in December 2023.[16]

Lukoil is involved in the project, as a 25% owner of the Marine XII block, but it is unclear whether the company has a stake in the LNG project itself.[17] According to the International Gas Union, Eni has full ownership over the project.[18]

Operations began in December 2023, with the first LNG cargo achieved in February 2024.[19][20]

The 2024 GIIGNL report notes that the project only took one year from reaching a final investment decision (FID) to its first LNG production. The Tango FLNG vessel is moored alongside the Excalibur FSU using a "split mooring" configuration for the first time at a FLNG facility.[21]

In March 2025, it was announced that Geneva-based energy trader Vitol had agreed to buy a 25 percent stake in the Congo FLNG project.[22]

In June 2025, TradeWinds reported that Eni and the infrastructure provider Exmar were in arbitration "over a potential bonus payment of up to $44 million relating to the performance of ...the Tango FLNG." The dispute pertains to an agreement between the two companies with a price adjustment clause related to the Tango FLNG's performance.[23]
