Background

The Coolidge power station is an electric peaking power generating facility that is owned and operated by SRP. The plant is located at the southern end of the City of Coolidge and adjacent to Randolph, an unincorporated community in the western part of Pinal County, Arizona. The facility consists of twelve simple-cycle gas-fired General Electric (GE) LM6000PC Sprint NXGEN combustion turbines. The plant began construction in 2009 and commenced operation in 2011.[8]

Expansions Project

SRP proposed to expand the existing facility in 2021, and submitted a permit application to Pinal County for a 16-turbine expansion project that year. However, in 2023 SRP submitted a revised permit application to Pinal County for a modified 12-turbine version of the expansion project. The revised project includes installation and operation of twelve additional aeroderivative GE LM6000 PC gas-fired simple cycle combustion turbines for a total additional nameplate generating capacity of 594 MW (“Expansion Project”).[8]

Environmental concerns

Pinal County has some of the worst air pollution in Arizona according to the American Lung Association, earning consistent “F” or “Fail” grades for particulate matter and ozone pollution, respectively. The Coolidge power station is located directly adjacent to Randolph, a historic African-American community, which, in addition to emissions from the existing Coolidge facility, has more than its fair share of heavy industry.[8] According to the Sierra Club, expanding the gas-fired Coolidge power station would worsen air pollution and environmental injustice in nearby communities and degrade air quality throughout the region, harming residents’ health for generations, all while burdening ratepayers with higher monthly energy bills.[9]

In July 2023, Arizona regulators approved a pared-down proposal to expand the SRP's Coolidge gas power plant — following a court settlement with community opponents — which now reduces the number of new generation turbines to 12 from 16 costing USD 775 million. The original estimated cost was, at least, USD 830 million.[10] In January 2024, a Maricopa County Superior Court judge upheld a decision by Arizona utility regulators to allow SRP to expand the gas power plant.[11] In May 2024, the Sierra Club took another stand against SRP’s expansion project. The club filed a petition under Title V of the federal Clean Air Act. It called for the Environmental Protection Agency to object to the air quality permit issued by Pinal County for SRP’s expansion.[9]
