Background
Dalian Nishinakajima Energy Limited proposed a 3 x 50 MW coal power station to support a desalination water plant in Changxing Island.[3]
In January 2020, the sponsor company of the power project, Dalian Xizhong Island Power Service Company, released its Environmental Impact Assessment for the plant, signaling its revival.[4]
The Environmental Impact Assessment was disclosed for a second time in July 2023.[5]
A project permit was granted in March 2024, and the sea use permit was approved in September 2024[6]. The project's EIA report was publicly disclosed once more in September 2024[7][8].
The land reclamation completion and sea use acceptance notice was issued in January 2025[9]. Tenders for design and construction were issued in September 2025[10][11]. A planning scheme was published in June 2026[12].
