Background on Project

Huangling Coal Mining applied for environmental clearance to build a 2 x 660 MW coal plant in Huangling.[1] The EIA of the power plant was approved by the Shaanxi provincial EPA in September 2016.[2]

There were no further developments on the project until March 2019, when sponsor Huangling Coal Mining again discussed plans for the project.[3] As of March 2020 Huangling Coal Mining had completed the pre-feasibility study and was seeking environmental clearance.[4] The project was permitted in March 2020, with operation planned for 2023.[5][6]

Construction began on unit 1 in May 2021.[7] Unit 2 also appeared to be underway.

By October 2022, a second 2 x 1,000 MW phase was permitted. The first phase was still under construction.[8]
