Background

In 2022, Dislub Equador signed a memorandum of understanding with EMAP, the administrator of the Port of Itaqui, envisioning the development of a LNG regasification terminal in São Marcos Bay.[2] In October 2022, Brazil's national ports authority Antaq published additional details about the proposed terminal, which was to include an FSRU with the capacity to regasify 12 million m³ of LNG per day, a new pier to accommodate the FSRU and LNG supply vessels, and a 3.5-kilometer gas pipeline that would transport gas onshore from the FSRU, feeding it into the distribution network of Maranhão state's gas utility, Gasmar.[1]

In April 2023, Antaq approved a request from EMAP for the right to develop a new berth (Berço 94) at Itaqui port capable of acccommodating a 14 million m3/day FSRU.[2][3] The new berth, together with pipelines and other associated infrastructure, was authorized to occupy an area of 28,000 m² within Itaqui's port zone.[3] The decision cleared the way for EMAP to solicit bids from companies interested in developing an FSRU project at the Port of Itaqui.

As of May 2023, EMAP declined to comment on its timeline for launching the bidding process[2], and it remained unclear whether Dislub Equador intended to place a bid for the Itaqui port project or continue with its original plans for an FSRU in São Marcos Bay. Other competitors potentially interested in developing the Itaqui port project included New Fortress Energy and Gera Maranhão, which had been contemplating their own São Marcos Bay FSRU and Geramar FSRU projects near Itaqui port[4], as well as Eneva and Servtec, which formed a joint venture in 2021 to assess prospects for operating an LNG terminal at Itaqui.[5]
