Background
On 31 October 2018, the Dongying Municipal Development and Reform Commission approved Dongying Port - Guangrao Oil Pipeline (North-South Oil Pipeline West Line).[2] The project is a supporting facility for the 250,000-ton crude oil import berth at Dongying Port and includes three crude oil pipelines: Dongying Port -Lique Oil Pipeline One, Dongying Port-Dezhou Oil Pipeline, and Dongying Port-Shouguang Oil Pipeline.[6]
On 8 July 2021, the Dongying Port - Guangrao Oil Pipeline (North-South Oil Pipeline West Line) was listed as a key energy project in the Outline of the 14th Five-Year Plan for National Economic and Social Development of Kenli District, Dongying City, and the Long-Range Objectives Through 2035, issued by the People’s Government of Kenli District.[5]
On 15 April 2025, the Fourth Session of the Ninth Dongying Municipal Committee of the CPPCC proposed the construction of the project.[7]
