Background
ADNOC's Gas Sales Pipeline Optimization Program (ESTIDAMA) aims to extend the existing 3,200km pipeline network to over 3,500km to cater to rising demand for gas from industrial consumers in the Northern Emirates. The project was divided into packages.[6]
Package 1 was a US$18 million contract for modifications to existing infrastructure, awarded in 2021 and completed in 2023.[6][7]
Package 2 was a US$720 million contract for the construction of a new compressor facility.[6][8]
Package 5 was an unknown value project to upgrade the Habshan Gas Processing Complex.[6]
Packages 3, 4, 6, 7, and 8 involve the construction of additional gas pipelines.
The overall project is expected to be complete by 2026, though individual packages have varying completion dates.[3]
Package 3
In September 2023, it was announced that Package 3 was awarded to C.A.T Group and NPCC (now called NMDC) for US$600 million. The contract was for the construction of 191km of 56in and 52in gas pipelines from the Habshan Complex to the Sweihan Consumer Receipt Station via the Habshan Gas Compressor Plant.[4]
A March 2025 announcement indicated that the Package 3 project details had been finalized at 160km of 52in pipeline and 37km of 56in pipeline.[2]
Package 4 & 7
In 2023, ADNOC Gas combined Package 4 and Package 7 when launching the bidding process.[6]
In July 2024, ADNOC Gas awarded a further US$295 million EPC contract for "the next phase" of the ESTIDAMA project, which encompassed Package 4 & 7. The scope involved laying a new pipeline from the Al-Shuwaib pig launcher/pig receiver station in Abu Dhabi to the Sajaa gas facility in Sharjah (presumed to be Package 4), as well as an additional pipeline from BVS-2/KP28.7 in Abu Dhabi to Dubai's Margham gas facility (presumed to be Package 7).[6]
Package 6
Bids for Package 6 were launched in 2022.[6]
In July 2024, ADNOC Gas awarded a US$255 million contract for Package 6 to NMDC, originally planned to be a 74km, 52in pipeline.[6]
In March 2025, further details were released, indicating it would be a 76km, 52in pipeline from Sweihan to Al Shuwaib in Abu Dhabi.[2]
Package 8
In 2025, China Petroleum Pipeline Enginering won the Package 8 US$513 million contract for two pipelines. The first was for a 26km, 56in section from the LNG pre-conditioning plant at the Habshan-5 facility to the Habshan gas processing complex. The second was for a 155km, 52in section from the KP-30 station at the Habshan Gas Processing Complex to the Ruwais LNG Facility.[1]
