Background
In September 2024, Erdenes Bayanbogd LLC proposed mining the Western Sea lignite deposit and using the coal for a 300 MW power station.[2] A tender for a feasibility study for the proposed power station was launched in October 2024[3] and awarded to Energy Development LLC in December 2024.[4]
As of December 2024, investors were reportedly “expressing interest” in the proposed power station.[5]
In April 2025, Erdenes Bayanbogd launched a tender for Environmental Impact Assessment (EIA) reports for mine and power plant development.[6] The tender for the EIA was awarded in May 2025 to S&C.[7]
As of September 2025, the feasibility study for the proposed power station had been approved by the Science and Technology Council of the Ministry of Energy.[8]
