Background
In October 2024, a draft Environmental Impact Statement (EIS) noted that Ever Great Energy Co. Ltd. had proposed building a 600 MW coal-fired power plant in Sinazongwe district in the Southern Province. The project also included a 22 km transmission line to Maamba, to reportedly “help meet the power demand in the country.” Ever Great Energy was owned jointly by the Wonderful Group of Companies Ltd. and United Capital Fertilizer Zambia Co. Ltd. In the EIS, the power plant and transmission line project was estimated to cost US$400 million.[5]
In November 2024, a representative from the Wonderful Group of Companies Ltd met with Zambian President Hakainde Hichilema to discuss building a new 600 MW coal-fired power plant with a cost of US$900 million.[6][7] During the meeting, shared on the President’s social media, the Wonderful Group said the company had applied for permits to build the power station in the Southern Province. The power station was presumably the same project described in the EIS from October 2024.[5]
The Wonderful Group, a Chinese-owned company that manufactures ceramic tiles and fertilizer, claimed that Zambia’s power crisis stemming from a record drought had reduced the company’s production by up to 40%.[6][8]
In November 2025, the Zambian Ministry of Energy published a list of projects indicating that the 600 MW “Evergreen” thermal power plant was expected to have a first 150 MW phase completed in June 2026.[9] A social media post and video from the Zambian Ministry of Information and Media stated that the power station would be built in four phases, with the first two 150 MW units slated to be completed in 2026[10] and the second two 150 MW units expected in 2027.
By January 2026, Ever Great Energy had a new website, and a video on the progress of the power station project stated that construction had begun.[11] Photos of the construction site from April 2026 appeared to show that foundation work had started.[12] Planet satellite imagery from May 2026 also appeared to show construction progress.
Financing
In November 2024, Wonderful Group of Companies said it planned to build a 600 MW coal-fired power plant in Sinazongwe at a cost of US$900 million.[6] In June 2026, ZCCM-IH announced a transaction with Wonderful Group Services Ltd to develop the project through Ever Great Energy Company Limited. ZCCM-IH said it would invest US$54.2 million to acquire a 30% equity stake. Reporting on the transaction stated that the total project cost was US$451.7 million and included both establishing a coal mine and constructing the power plant; Ziquan Group would execute the Engineering, Procurement and Construction (EPC).[13] As of June 2026, no plant-only allocation of the US$451.7 million cost, third-party lender group, debt financing agreement, PPA, insurance, or full financing breakdown had been identified.
