Background

In December 2018 First Gen Corp and Tokyo Gas Co signed a preliminary agreement to jointly develop an offshore liquefied natural gas import terminal project in Batangas.[6] Later in December 2018 First Gen submitted its application to the Department of Energy (DOE) for a notice to proceed (NTP) to construct the FGEN Batangas LNG terminal project.[7]

First Gen held a groundbreaking ceremony at the proposed site in May 2019, however as of July 2019 satellite photography from Planet does not yet show construction. In May 2019 it was also reported that construction contracts had not been finalized.[8] In September 2019 First Gen selected Japanese firm JGC to build the terminal.[9]

In June 2021 construction began on the offshore terminal, developing the existing jetty into a multi-purpose jetty that can accommodate an interim FSRU terminal while construction on the onshore facility continues. Construction is expected to be completed in 2022.[1]

The terminal is a facility consisting of jetties and deck frames for servicing an FSRU.[10]

In late 2019, after selecting JGC to build the terminal, First Gen noted interest in establishing an "interim" floating storage resgasification unit at the Batangas LNG site, which would allow LNG to be introduced into the Philippine market as early as 2022.[9][11] This was in response to the depleting resources in the Malampaya gas field, and looming expiry of contracts there in 2024.[9]
