Background
The New Fortress Barcarena LNG Terminal is part of a gas-to-power project developed by Celba (Centrais Elétricas Barcarena). Celba has been owned 100% by New Fortress Energy since 2021, following a series of mergers and acquisitions.[10][11][12][13][14][15][16]
The project as originally proposed was to consist of a 15 MMcmd FSRU (floating storage and regasification unit) in the Pará River, moored in a ship-to-ship configuration to a fixed terminal near the port of Vila do Conde.[17] Natural gas from the terminal was to be transported via pipeline to clients in Barcarena's industrial zone, including the previously coal-fired Barcarena Alunorte power station at the Hydro Alunorte aluminum company and Celba's proposed 605 MW Novo Tempo Barcarena power station; the latter project was approved in Brazil's October 2019 energy auction and given priority status by Pará's state government in November 2019.[18][17][19][20]
In August 2020, the Brazilian government issued an installation license authorizing Celba to build the terminal and power plant in a part of Vila do Conde port known as "Area 3."[19][21] In October 2020, Hygo Energy Transition signed a letter of agreement to sell gas from the terminal to Companhia de Gás do Pará, which holds exclusive rights to distribute natural gas throughout Pará state.[22]
Brazilian hydrocarbons regulator ANP (Agência Nacional do Petróleo, Gás Natural e Biocombustíveis) granted final approval for construction of the terminal in December 2020.[23] The Celba terminal was expected to become the first LNG import facility in the state of Pará and the North region of Brazil upon startup of commercial operations in 2022.[24][22][25][26]
In August 2022, New Fortress Energy (NFE) announced that start-up of the terminal had been delayed to 2023, raising concerns that spiking European demand provoked by the Russia-Ukraine war might be restricting LNG supply to NFE's Brazilian operations.[27]
In October 2022, BNAmericas reported that NFE was looking to sell off its Brazilian LNG projects (Terminal Gás Sul and Celba FSRU) to a new owner.[28]
In May 2023, New Fortress Energy confirmed that the terminal was still on track to begin commercial operations in late 2023[29], although a Q1 2023 investor presentation showed that the company expected no income from its Barcarena operations until 2024.[30] In August 2023, reporting confirmed the intended Q4 2023 start timeline.[31]
In February 2024, New Fortress Energy announced that the Barcarena terminal had been placed into service, with regasification operations handled by the Energos Celsius FSRU.[32] The Celsius, chartered by NFE from Energos Infrastructure, arrived at Barcarena after its conversion from an LNG carrier in Singapore.[33] NFE reported the FSRU's capacity as 6 mtpa[32], compared to the 15 MMm³ per day originally projected by the Brazilian government.[17][19] The terminal was expected to begin immediate gas delivery to Norsk Hydro’s Alunorte refinery under a 15-year supply agreement, and to start supplying NFE's Novo Tempo Barcarena power station upon the power plant's commissioning in the third quarter of 2025.[32]
