Background

The power station may have initially been an an illegal project.[3] According to its completion report, it serves as a combined heat and power (CHP) plant for industrial and residential use.[4]

A second EIA public consultation was conducted in September 2024[5]. Tenders were issued in May 2025[6]. The project received approval in 2025, and an EIA report was issued in October 2025[7][8].

A soil and water conservation plan was approved in January 2026[9], and a site visit was conducted in March 2026[10].
