Ownership Tree
This ownership tree is part of the Global Energy Ownership Tracker, a project of Global Energy Monitor.
Units 7-9
Fenyi power station comprised of three operating units, Unit 7 (100 MW, built in 2003), Unit 8 (210 MW, built in 2006), and Unit 9 (330 MW, built in 2009). All three were subcritical and used bituminous coal.[4] Units 1-6 had previously retired.
In March 2023, the Jiangxi Provincial Development and Reform Commission announced the completion of the elimination of "backward production capacity" in 2022 ("second batch"), and reported that unit 8 had been retired.[5]
Units 10 & 11
In September 2015, CPI permitted an additional 2 x 660 MW expansion (Units 10 and 11) for construction.[6]
The project was reported as under construction in October 2015,[7] but construction did not begin. It was later reported that construction would begin in 2017 and operation in 2019.[8]
Construction began in June 2018.[9]
Unit 10 was commissioned in May 2020.[10] Unit 11 was commissioned in August 2020.[11]
Units 12 & 13
In March 2020, Jiangxi Province released plans to build an additional 2 x 1,000 MW units at the power station.[12]
These two units were permitted in December 6, 2022.[13]
The EIA report was approved in May 2023[14]. A land acquisition pre-announcement was issued in March 2024[15], and a project approval change was issued in April 2024[16]. The project passed an investment decision in June 2024[17]. Boiler equipment tenders were issued in September 2024[18]. In November 2024, major equipment contracts were awarded and a mobilization meeting was held[19][20]. The main equipment contracts were signed in December 2024[21], and a project launch meeting was held[22].
The EPC contract was awarded in January 2025[23]. Tenders for main construction and equipment were issued in February 2025[24][25]. Main construction began in April 2025[26]. The boiler steel structure for Unit 12 was erected in August 2025[27].
The first boiler header for Unit 12 was lifted in March 2026[28]. The chimney structure was topped in May 2026[29]. For Unit 13, the boiler steel structure was erected in September 2025[30], and the heating surface was lifted in June 2026[31].
Ownership
In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[32]
