Background
In April 2021 Excelerate applied to the Philippine Department of Energy (DOE) to begin construction of the terminal.[5]
The project is included in the list of approved projects by the Department of Energy as of April 27, 2023.[6]
The 2024 IGU report, released in June 2024, stated that the terminal was under construction.[7]
The 2025 IGU report, released in May 2025, still stated that the terminal was under construction, although its start year had been shifted from 2025 as to 2028.[8] As of 2026, no project activity has been reported since Excelerate's PCERM application in April 2021, and there is no evidence that construction has begun. Given more than two years without developments, the project is classified as shelved.[9]
