Fu County power station (延长石油富县电厂) is an operating power station of at least 2000-megawatts (MW) in Zhangcunyi Town, Fu, Yan'an, Shaanxi, China with multiple units, some of which are not currently operating.

Background on Project
Shaanxi Yanchang Petroleum Group has proposed a 2 x 1,000 MW ultra-supercritical coal plant in Fu County. The project was permitted by the Shaanxi Provincial Development and Reform Commission in June 2017.[5]
The pre-feasibility study was released in January 2019.[6] The EIA report of the plant was approved by the Shaanxi Provincial Environmental Protection Bureau in April 2019. The project description states it will support a transmission line from Shaanxi to Hubei. It is waiting for the permit for construction from Shaanxi Provincial Development and Reform Commission.[7]
The project was permitted in March 2020.[8]
Construction began in September 2020.[9] In November 2022, the power station was expected to begin operation in May 2023.[10]
In May 2023, Unit 1 was reportedly connected to the grid and operation was stabilized.[11]
In June 2023, Unit 2 was connected to the grid.[12] News reports announced that Unit 2 successfully completed its 168-hour trial in early July 2023.[13][14] At the time, reports suggested that the expansion Phase II would continue in development.[13][14]
Expansion: Phase II
In March 2019, a 2 x 1000 MW expansion of the power station was listed as a 2019 key project for Shannxi province.[15]
As of June 2022, the first phase was under construction and the second phase did not appear to be on the agenda. Phase two was presumed shelved.
However, in April 2023, Phase II was awaiting its Environmental Impact Assessment (EIA) for the two 1,000 MW ultra-supercritical expansion units.[16]
In July 2023, reports indicated that Phase II was still part of the project's planned capacity and expected to complete construction by 2025.[13][14]
The project was approved in September 2023[17], and a construction ceremony was held in December 2023[18]. The EIA report was approved in December 2023[19].
The preliminary design contract was awarded in January 2024[20], which was reviewed in March 2024[21]. EPC contract bidding and awards occurred in July 2024[22][23]. A desulfurization island contract was awarded in September 2024[24]. A construction plan review was held in December 2024[25]. Construction was confirmed to have started in the second half of 2024 based on satellite imagery[26].
The first boiler steel frame for Unit 3 was erected in March 2025[27]. The main plant structure was completed in August 2025[28], the chimney was topped in September 2025[29], and the boiler header was lifted in November 2025[30].
The generator stator was positioned in May 2026[31], and the Unit 3 achieved successful power transmission in July 2026[32].
Unit 4's first boiler steel frame was erected in April 2025[33], the cooling tower was topped in October 2025[34], the boiler header was lifted in December 2025[35], and the generator stator was positioned in June 2026[36].
