Background on Project

Shaanxi Yanchang Petroleum Group has proposed a 2 x 1,000 MW ultra-supercritical coal plant in Fu County. The project was permitted by the Shaanxi Provincial Development and Reform Commission in June 2017.[1]

The pre-feasibility study was released in January 2019.[2] The EIA report of the plant was approved by the Shaanxi Provincial Environmental Protection Bureau in April 2019. The project description states it will support a transmission line from Shaanxi to Hubei. It is waiting for the permit for construction from Shaanxi Provincial Development and Reform Commission.[3]

The project was permitted in March 2020.[4]

Construction began in September 2020.[5] In November 2022, the power station was expected to begin operation in May 2023.[6]

In May 2023, Unit 1 was reportedly connected to the grid and operation was stabilized.[7]

In June 2023, Unit 2 was connected to the grid.[8] News reports announced that Unit 2 successfully completed its 168-hour trial in early July 2023.[9][10] At the time, reports suggested that the expansion Phase II would continue in development.[9][10]

Expansion: Phase II

In March 2019, a 2 x 1000 MW expansion of the power station was listed as a 2019 key project for Shannxi province.[11]

As of June 2022, the first phase was under construction and the second phase did not appear to be on the agenda. Phase two was presumed shelved.

However, in April 2023, Phase II was awaiting its Environmental Impact Assessment (EIA) for the two 1,000 MW ultra-supercritical expansion units.[12]

In July 2023, reports indicated that Phase II was still part of the project's planned capacity and expected to complete construction by 2025.[9][10]
