Fulaerji-2 power station (华电富拉尔基发电厂2x660MW上大压小热电联产机组项目, 华电富拉尔基发电厂) is an operating power station of at least 1200-megawatts (MW) in 1 Xindian Street, Fularji, Qiqihar, Heilongjiang, China with multiple units, some of which are not currently operating. It is also known as Huadian Fulaerji-2 power station, 二电厂.

Background

Fulaerji-2 power station is a six-unit coal-fired power plant with a total capacity of 1,200 MW.[6] The plant was completed between 1982 and 1989, and is owned by Huadian.[7]

Phase II project began with initial feasibility and EIA work in 2024[8][9].

The project was approved in March 2025[10]. The EIA report was approved in August 2025[11]. Subsequent tenders for cost consulting, demolition, design review, and major equipment were issued in late 2025[12][13][14], with major equipment contracts awarded by December 2025[15]. The survey and design contract was also awarded in December 2025[16].

Tenders for Phase II project site preparation and construction were issued in early 2026[17][18].

A construction ceremony was held in June 2026[19]. The first concrete for Unit 8 was poured in June 2026[20].
