Background

In June 2025, Gallant Venture, an investment holding of Salim Group, announced a plan to build power facilities on Setokok Island, Indonesia. The project, including coal and solar capacity, would reportedly support industrial activities in Batam and Bintan.[2]

Units would be built in two phases: Phase I would include three 350 MW coal-fired units, and Phase II would include two 600 MW coal-fired units and a 400 MW solar plant. Phase II would also include the construction of an undersea transmission cable connecting several islands. The total project cost was estimated to be between US$2.7 billion to US$3 billion.[2]

Gallant Venture had previously pursued natural gas capacity, but the company's executive director stated that the plans pivoted to the mix of coal and solar due to high gas prices.[3]
