Background on Project

Phase I: 1,320 MW proposal

China Huaneng was planning to build a two-unit coal-fired power plant with a total planned capacity of 1,320 MW in Gansu Province.[1] The plant received EIA clearance in March 2014 and was permitted for construction in December 2014.[2][3][4]

With no real known progress on the original Phase I proposal in years, the two units were presumed cancelled as of 2023.

Phase II: 4,000 MW proposal

An additional 4,000 MW was proposed.[5] In the "13th 5-year Energy Development Plan for Gansu Province", issued in September 2017, the second phase of Zhengning power plant is a back-up supporting coal power plant for the Eastern Gansu UHV transmission line. The feasibility study has been completed.[6]

Suspensions

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects, including Huaneng Zhengning Units 1-2. Under the suspension, project development should be postponed to China's 14th Five Year period (2021-2025).[7] For details, see China's Restrictions on Development of Coal-Fired Power Capacity.

Province pushes ahead

In January 2019, it was reported that Gansu Province was pushing the project forward, while China Huaneng was reluctant to pursue the project due to poor market conditions and uncertain coal supply.[8]

Phase II bidding & construction

Construction on phase II of the 4 x 1,000 MW project was put out for bidding in March 2020.[9]

The project reportedly planned for construction to begin at the end of 2020, and aimed for commissioning in 2023.[10] By April 2021, construction had not begun yet. Recent news reports suggest the first phase of 2 x 660 MW may be shelved in favor of the second phase (2 x 1,000 MW units).

The project was permitted by the Gansu Provincial Development and Reform Commission on December 1, 2021.[11]

The first 2 x 1,000 MW of the second phase began construction on December 24, 2021.[12]

Tendering from the project was ongoing, and various documents indicated construction progress.[13] [14][15] [16][17][18][19][20]

Carbon capture project

In December 2023, news indicated that concrete pouring began for what would reportedly be "the world's largest million-ton carbon dioxide capture, utilization and storage research and demonstration project."[21]

It would "rely" on the construction of the 2,000 MW "peak-shaving coal power project" and use post-combustion chemical absorption to capture carbon dioxide. The project would reportedly capture 1.5 million tons of carbon dioxide per year, with a capture rate greater than 90% and a carbon dioxide purity greater than 99.5%. All the captured carbon dioxide was expected to be used for "oil displacement and storage." The CO2 captured by this project was expected to be transported to Changqing Oilfield for oil displacement at a scale of 500,000 tons/year, with some additional capacity for on-site storage near the Zhengning power station.[22]

Certain units presumed shelved

In 2023, with no news in several years, Phase II Unit 5 and Phase II Unit 6 were presumed to be shelved.
