Background

An LNG terminal has been proposed in Lianyungang by Jiangsu Provincial government during the 12th Five-Year Plan period. In 2013 it was reported that the National Energy Administration agreed that Sinopec to begin the preliminary work for a 3-mtpa LNG terminal in Lianyungang.

As of 2017, it had been four years since any development had been noted on the project, and it is considered cancelled.

Ganyu LNG Terminal (华电赣榆 (连云港) LNG接收站) received permit for the preliminary work from the local Water Resource Bureau in 2014. . China Huadian was the sponsor.

The feasibility study of the project was held in October 2018. The project consists of a receiving station, gas pipeline, and a jetty. Ganyu LNG is expected to be commissioned in 2020.

As of 2020, China Huadian was still working on obtaining the permit for the construction of the project.

In June 2022, the project received permit for construction from NDRC. According to the permit document, the project contains one jetty and three storage tanks with 220,000 cubic meters each. 25 kilometers exporting pipeline will also be built. The total investment is 6.5 billion yuan ($1 billion). The receiving capacity is 3 mtpa.

建设内容主要包括：1座21.7万立方米LNG卸船码头、3座22万立方米LNG储罐及配套设施，配套建设25公里外输管道，在青宁输气管道柘汪分输清管站接入国家干线管网，纳入“全国一张网”运营调度。项目总投资65亿元，计划2022年开工，2025年投产。

本工程建设主要包括LNG码头和工作船码头、LNG接收站陆域形成、外输管线三部分，同时为满足通航安全需要，对赣榆港区主航道进行局部拓宽。其中LNG码头长度350米，最大可停靠1艘21.7万立方米LNG船，设计接卸能力近期为300万吨，最大物理能力610万吨/年；工作船码头泊位长91米；接收站陆域形成面积约为27.51万平方米；海底管道总长约6.4公里。本工程投资约65亿元。

江苏华电赣榆液化天然气有限公司成立于2021年9月15日，接收站建设规模为300万吨/年，总投资约65亿元人民币，建成后可以外输天然气约42亿方/年。由华电江苏能源有限公司(51%)、连云港港口集团有限公司(20%)，以及韩国SK (14%)、英国BP(10%)和日本JERA(5%)共同投资建设。该项目已列入国家《长三角一体化发展规划“十四五”实施方案》中“十四五”开工的重大项目，是国家和江苏省天然气产供储销体系建设重点项目、江苏省依托沿海LNG接收站建设提升气源保障能力及天然气发电供气可靠性的重要战略布局项目。项目已于2022年5月31日取得国家发改委核准批复，计划于2022年底开工建设。

The construction planned to begin at the end of 2022. By January 2023, there was no evidence that construction had begun.

Construction reportedly began in February 2023, with operations to start in 2026. This was delayed relative to the original 2025 start year.

As of December 2023, the project is working on the land-reclaim and the foundation stabilisation.
