Gardabani Combined Cycle power station (გარდაბნის თბოელექტროსადგური) is an operating power station of at least 485-megawatts (MW) in Gardabani, Kvemo Kartli, Georgia with multiple units, some of which are not currently operating. It is also known as Гардабанская теплоэлектростанция 1, Gardabani CCGT.

Background

The Gardabani 1 plant was commissioned by Turkish company ÇALIK ENERJI for USD 220 million, and the Gardabani 2 plant was built by Chinese firm China Tianchen Engineering Corporation for USD 180 million.[31]

The tender for the construction of unit 3 (the Gardabani 3 thermal power plant) was announced in 2020[32], and in November 2020, the State Procurement Agency was informed that it had been won by the Turkish company ÇALIK ENERJİ. However, in 2021 the company said that the bid of ÇALIK ENERJİ was rejected. It is unknown when the new details of the tenders for Gardabani 4 and Gardabani 3 thermal power plants will be announced. According to the report submitted by the government to the parliament, the work on feasibility studies for the Gardabani 3 and Gardabani 4 thermal power plant projects has already been completed. The total capacity of units 3 and 4 should be 500 MW[31] with each unit having the capacity of approximately 250 MW.[33]

Unit 3 is also referred to as the "Gardabani 3 thermal power plant" or "Gardabani 3 TPP" (Гардабанская теплоэлектростанция 3) and Unit 4 as the "Gardabani 4 thermal power plant" (Гардабанская теплоэлектростанция 4). The construction of the new power plants will take place right next to the existing generation facilities.[31]

On May 2023, the government of Georgia announced an auction for construction of the Gardabani 3 TPP. The government also approved alienation of 100% of shares owned by GOGC in Gardabani 3 TPP LLC for the purpose of attraction of private investments/investors. One of the necessary preconditions for alienation of shares is commissioning of the TPP within the period of 4 years (by 2027). Initially, it was planned to construct 272 MW combined cycle TPP-3 in Gardabani Municipality, however, considering the tendency of significant increase of electricity consumption and deficit of generation sources, the question of construction and commissioning of a thermal power plant with a higher capacity (350-430 MW) in the nearest future was put on the agenda.[34] The "10-year network development plan of Georgia 2023-2033" released in March 2023 lists the plant as "prospective" with the installed capacity of 400 MW. Gardabani 4 TPP was not mentioned in the document.[35]

In November 2023, it was reported that the auction for the construction of the plant had been postponed for the third time. The state is in search of an investor willing to acquire 100% of shares of Gardabni 3 TPP and take on the responsibility of building the thermal power plant. The initial deadline for the auction was August 31, 2023, but it was rescheduled three times. The most recent extension designates January 15, 2024 as the new deadline for the submission of proposals.[36]

In January 2024, the tender announced for the Gardabani 3 TPP was extended for the fourth time to February 29, 2024.[37] As of April 2024, there have not been any further updates.
