Background
The Guizhou Youshan project, which involves the construction of two 350MW ultra-supercritical coal-fired power units, is progressing through various regulatory stages. Key milestones include the environmental impact assessment (EIA) report's second public notice on December 5, 2024[1], and the Guizhou Provincial Ecological Environment Department is set to review the EIA approval opinions on January 7, 2025[2].
The project received approval from the provincial energy bureau on December 4, 2024 (黔能源审[2024]366 号), and the water and soil conservation plan was licensed by the Guizhou Provincial Water Resources Department on December 31, 2024[3]. The project land use was approved by the Zhijin local government in October 2024[4].
