Beilun power station (北仑发电厂) is an operating power station of at least 5100-megawatts (MW) in Xinqi Town, Beilun, Ningbo, Zhejiang, China with multiple units, some of which are not currently operating. It is also known as 北仑发电厂二期 (Phase II Unit 3, 4, &5), 国家能源集团浙江公司北仑电厂一期节能减排改造项目 (Phase IV Unit 8 & 9), 国能北仑发电厂 (Phase I Unit 1 & 2, Phase III Unit 6 & 7).

Background

The power station consists of seven units that were built from 1991-2009. The first five units are subcritical technology (although unit 3 has been upgraded), and units 6-7 are ultra-supercritical.[2]

The power station was the first power project in China that received funding from the World Bank.[3]

In June 2022, units 6 and 7 were reportedly 1,050 MW each.[4]

In late 2022, additional capacity was also under consideration.[5][6] The project was expected to involve 2 x 1,000 MW ultra-supercritical units.[7] If the two units are built, Beilun power station is expected to be one of the largest coal power stations in the world. [8]

On November 24, 2022, the two additional units were permitted.[9] As 'phase I energy-saving and emission-reduction renovation project', when the two units were ready to connect to the grid, the phase I two 600 MW units would be mothballed.[10]

As of the end of August 2023, various bidding for construction are ongoing but no construction starting news yet.[11][12][13][14]

Ownership

The power plant was divided into three companies: units 1 and 2 are operated by Guodian Zhejiang Beilun No.1 Power Generation Company (国电浙江北仑第一发电有限公司), which is majority-owned by China Guodian.[15]. Units 3, 4, and 5 belong to Zhejiang Zheneng Beilun Power Generation Company (浙江浙能北仑发电有限公司), which is majority-owned by Zhejiang Provincial Energy Group.[16] Guodian Zhejiang Beilun No.3 Power Generation Company (国电浙江北仑第三发电有限公司) is the operating company of unit 6 and 7.[17]

On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[18][19] The merger was completed on November 28, 2017.[20]
