Miluo power station (陕煤汨罗2x100万千瓦燃煤发电工程) is a power station in Baishui Town, Miluo, Yueyang, Hunan, China with multiple units of varying statuses, none of which are currently operating.

Background on Project
In 2014 it was reported that China Guodian (now National Energy Investment Group) was planning to build a two-unit coal-fired power plant with a total capacity of 2,000 MW in Hunan Province.[6][7]
There were no further developments until September 2020, when the project was listed in Hunan Province's 14th Five Year Plan.[8]
In May 2023, it was announced that the project involved two phases, consisting of 2 x 1,000 MW each. The company had already received project approval for Phase I (2 x 1,000 MW) and planned to complete that feasibility study review in early June, complete the project permitting procedure in July, and start construction by the end of the year.[9][10][11]
Phase I Unit 1 had a feasibility study passed in August 2023[12], and the project was approved in November 2023[13]. In January 2024, the project was part of a provincial joint groundbreaking ceremony[14], and an investment cooperation agreement was signed in February[15]. In May, the EIA was accepted for review[16], and the survey and design contract was awarded[17]. In June, the survey and design contract was signed[18]. In September, a tender for main machinery was issued[19], and the contracts were awarded in October-December[20][21].
In February 2025, the supervision contract was awarded[22], and in March, a site preparation tender was issued[23]. In April, piling and auxiliary equipment tenders were issued[24]. By late April, ground was cleared but construction had not started[25]. In May, auxiliary equipment contracts were awarded[26], and the piling contract was awarded later that month[27]. In June, the coal mill contract was awarded[28], and the first concrete was poured on June 28[29]. In August, tenders for the main construction and auxiliary equipment were issued[30][31]. In October, the project started construction[32].
Phase II Units 3 and 4 were shelved in May 2025[33].
Construction of Unit 2 began in December 2025[34].
By May 2026, the boiler beam for Unit 1 was installed, and construction was progressing[35]. In April, the boiler heating surface was welded[36]. In June, the main installation contract was awarded[37].
Ownership
On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[38][39] The merger was completed on November 28, 2017.[40]
In February 2023, it was reported that the project would be carried out by Changan Huazhong Power Generation Co., Ltd..[41]
