Harbin Pingnan cogen power station (国能哈尔滨热电厂) is an operating power station of at least 700-megawatts (MW) in Pingxin Town Wangjiawopu, Pingfang, Harbin, Heilongjiang, China with multiple units, some of which are not currently operating. It is also known as 国电哈尔滨热电公司平南热电厂, Guodian Pingnan power station (Unit 1 & 2), 国能黑龙江公司哈热二期2×660MW热电联产, Guoneng Harbin cogen power station (Phase II Unit 3 & 4).

Background

Unit 1 started operation in 2013 and Unit 2 in 2014. On June 3, 2023, the China Energy Group announced that it would upgrade the Unit 1 turbine and the winning bid was awarded to a consortium led by Beijing Guoneng Longwei Power Technology Co., Ltd. for 60.39 million yuan[1].

The feasibility study for Phase II Units 3 and 4 was approved in August 2023[2], and by October 20, the project received formal approval from the Heilongjiang Provincial Development and Reform Commission[3]. Construction started in October 2024 and is planned for completion by 2026[4].
