Guoneng Shanghaimiao power station (国电电力内蒙古上海庙发电厂) is an operating power station of at least 4000-megawatts (MW) in Shanghaimiao Town, Otog Front Banner, Ordos, Inner Mongolia, China. It is also known as Guodian Shuangwei Shanghaimiao power station (国电双维内蒙古上海庙发电厂) (Unit 1, Unit 2), 国电电力上海庙发电公司 (Unit 3), 神华国能内蒙古上海庙发电厂 (Unit 3, Unit 4).

Background on Project

China NEA’s Construction Plan of Supporting Power Sources for Shanghai Temple to Shandong UHV Transmission Line (上海庙至山东特高压输电通道配套电源建设规划) included four 2 x 1,000 MW ultra-supercritical coal-fired power stations. Guoneng Shanghaimiao power station and Guodian Shuangwei Shanghaimiao power station are part of the four.[1]

After the merger of China Guodian Corporation and Shenhua Group, many of Guodian and Shenhua’s projects were gradually combined. Since 2022, Guoneng Shanghaimiao power station and Guodian Shuangwei Shanghaimiao power station have been regarded as Guoneng Shanghaimiao power station. The two units at Guodian Shuangwei Shanghaimiao power station are recognised as Unit 1 and Unit 2. The two units at Guoneng Shanghaimiao power station are recognised as Unit 3 and Unit 4.[2]

Unit 1 and Unit 2 (formerly known as Guodian Shuangwei Shanghaimiao power station)

In 2011 it was reported that China Guodian and China National Tobacco Corporation were working together to develop a 2,000 MW power station in Ordos City. The power station was planned for operation in 2018.[3][4]

The project was permitted in July 2016. Construction began in October 2018. The operation was planned for 2020-2021.[5]

Unit 1 began operating on 27 December 27 2021.[6][7] Unit 2 began operation on 9 July 2022.[8][9]

Unit 3 and Unit 4 (formerly known as Guoneng Shanghaimiao power station)

In 2014, Shenhua Group (now National Energy Investment Group) sought approval for a 2 x 1,000 MW ultra-supercritical power station at Shanghaimiao Town in Otog Front Banner.[10]

In January 2017, China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including Guoneng Shanghaimiao. It is unclear when or if the projects will be revived.[11] For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

In July 2019, it was reported the project was undergoing environmental assessment, with approval planned within 2019.[12] The plant received environmental clearance on December 30, 2019.[13]

Construction began on the power station in October 2020.[14] One unit began operating in December 2022.[15] As of April 2023, Planet satellite image showed all four units. Unit 4 began operating in May 2023.[16]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group would be jointly restructured. Shenhua Group would become China National Energy Investment Group and will absorb China Guodian Corporation. It would be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[17][18] The merger was completed on November 28, 2017.[19]
