Background

The Sino-Zimbabwe Cement Company was established by “a Chinese Foreign Direct Investment partner, China Building- Material Corporation for Foreign Econo-Technical Co-operation (CBMC), and the Industrial Development Corporation of Zimbabwe Limited (IDC)”[3]. In 2009, the plant closed due to complaints by the local community, especially the farmers, because of the excess dust that was impacting their crops[4]. It reopened in 2010 after getting a certificate of compliance for mitigating the dust problem by building a wall where the silos are located[4].
