Background

The government of Quang Ninh province ordered the closure of Vicem Ha Long Cement Hoành Bồ Cement Plant in 2030, in the aim of protecting the local environment and nature as part of the city's move towards becoming a tourism and service hub. In 2014, the provincial government advised the cement plants to stop expanding and relocate before 2030. Vicem Ha Long, was on the point of bankruptcy, after only three years, astonishingly resurrected with Vicem. The plant processes fly ash, slag from thermal power plant and blast furnaces every year, and also incinerates industrial waste such as plastic, nylon, waste from textile manufacturers.
