Background

The Hà Tu coal mine is a surface coal mine. It is operated by Hà Tu Coal JSC (Công ty cổ phần Than Hà Tu), a subsidiary of state-owned coal company Vinacomin.

Ha Tu Coal Mine (now Ha Tu Coal Joint Stock Company – Vinacomin) traces its origin to a takeover in 1955, with the company formally established August 1, 1960, under Decision No. 707; sources differ on the issuing authority, with the company's own site attributing the decision to the Prime Minister and describing an initial workforce of 1,378 across 8 departments and 6 worksites. During the Vietnam War, the mine sat in an area heavily targeted by American air strikes, which dropped over 100 tonnes of bombs on the mining zone and destroyed most of its cultural, medical, educational, and worker-housing facilities; even so, wartime coal output reached 100–133% of assigned targets, and 118 Ha Tu miners volunteered for the "Coal Corps" to fight in the war in the South. The company became a member unit of the Vietnam Coal Corporation on May 6, 1996. It was renamed Ha Tu Coal Company in October 2001, equitized in 2006 (with the State retaining a 51% controlling stake) and began trading on the Hanoi Stock Exchange (HNX) in October 2008, and was renamed Ha Tu Coal Joint Stock Company – Vinacomin in September 2010.

The mine has faced recurring reserve-depletion crises. Initial geological forecasts put remaining reserves at only 17 million tonnes, implying mine closure by 2007 and threatening the jobs of roughly 4,000 workers and the wider local economy; in response, company management undertook an eight-month exploration campaign (removing nearly 170,000 m³ of overburden and drilling six boreholes to a combined depth of 1,400 m, followed by 31 more boreholes using a TamRock rig), which by the end of 2005 had identified more than 25 million additional tonnes of coal and extended the mine's operating life by at least 25 years.

The company was subsequently assigned the neighboring Bắc Bàng Danh area by the government and TKV, to be mined by open-pit methods from outcrop to the +30 m level (originally planned to end in 2018) and then by underground methods from +30 m down to -350 m; Bắc Bàng Danh's reserves and resources were estimated at over 35 million tonnes, with total resources across seams V.2–V.12 within the mine boundary reaching more than 50 million tonnes, and the open-pit phase alone was projected to extract nearly 25 million tonnes over about 10 years, supporting roughly 2,600 jobs and eventually freeing land for the future expansion of Ha Long city. In the first nine months of 2018, amid heavy rainfall that hampered open-pit operations, the company produced 1,352,000 tonnes of raw coal (75.1% of its 1.8-million-tonne annual plan), sold 1,617,000 tonnes (76.2% of plan), excavated 15.98 million m³ of overburden (68% of plan), and generated total revenue of VND 2,115,747 million (76.1% of plan).

By October 2025, the company — now led by director Trần Quốc Tuấn — was mining the Bắc Bàng Danh open-pit worksite and reported facing a large carryover of settling-pond sludge from 2024 (1,959,122 m³), not fully cleared until March 15, 2025, along with unusually difficult weather, softer coal sales, and rising costs from an increased overburden-stripping ratio and longer haul distances.

For the first nine months of 2025, the company excavated over 37.3 million m³ of overburden (84.9% of its annual plan), mined over 1.68 million tonnes of raw coal (67.3% of plan), sold 1.8 million tonnes of coal (70% of plan), and paid average monthly wages of VND 14 million (106.5% of plan); for the fourth quarter it targeted 12.665 million m³ of overburden removal (bringing the full-year total to 50 million m³, 113.6% of plan), 817,000 tonnes of raw coal (full-year target 2.5 million tonnes, 100% of plan), and 691,000 tonnes sold (full-year 2.49 million tonnes, 96.9% of plan). The company also raised with TKV leadership requests for help expanding its waste-rock dump within the Vỉa Trụ area near Lộ Phong and for approval to amend its Bắc Bàng Danh mining license.
