Background
The plant was formerly known as Chahe Cement Co. Ltd.[3] On March 17, 2023, the Hainan Provincial Department of Ecology and Environment commissioned the Hainan Provincial Ecology and Environment Monitoring Center to conduct on-site sampling and monitoring at the exhaust outlet of the No. 1 kiln tail chimney at Changjiang Conch Cement. The monitoring report results showed that the maximum particulate matter emission concentration was 15.3 mg/m², which exceeded the atmospheric emission standard by 0.53 times. This constitutes an environmental violation involving the emission of air pollutants that exceed air pollutant emission standards or exceed the total emission control targets for key air pollutants.[4]
