Background

Hainan LNG Terminal is an LNG import terminal in Hainan, China.[2]

The terminal project includes two storage tanks of 160,000 cubic meters each and receiving capacity of 3 mtpa. It received permit from NDRC in July 2011 and began construction one month later.[3] Qatargas delivered its first cargo of LNG in August of 2014.[4][5]

Ownership Change

In February 9, 2019, the National Petroleum and Natural Gas Pipeline Group Co., Ltd. (PipeChina) was established with a major focus on the investment and construction of the long-distance oil and gas pipeline network and storage & peaking facilities, offering fair and open oil and gas pipeline transmission services. [6]10 existing and under-construction LNG terminals were reportedly transferred or are going to transfer their ownerships to PipeChina.[7] Hainan LNG terminal is one of them.

Expansion projects

Phase II (Expansion)

In August 2018, CNOOC announced that it planned to expand the terminal's capacity by 1.32 mtpa by October 2018.[8] As of 2022, there was no evidence that the project had progressed in four years, and it was temporarily presumed to be cancelled.

However in December 2022, a public participation notice was published for the expansion project of Hainan LNG terminal, indicating the expansion continues proceeding.[9]

In January 2024, a news by the local newspaper says that the Yangpu Port is planning to start construction on the second phase of Hainan LNG terminal and its berth project, aiming the completion in 2027. The additional capacity for the second phase is 3 mtpa.[10]
