Background

In September 2025, Syama Prasad Mookerjee Port awarded a 30-year concession to a consortium of Invenire Petrodyne Limited and Excelerate Global Operations LLC to develop a floating LNG import terminal. The facility, which will use a floating storage and regasification unit (FSRU), will be located at the Haldia Dock Complex, Kolkata and have an initial capacity of 1.5 mtpa that could later be expanded to 3 mtpa. The developers aim to launch the project in the second half of 2027.[4] The investment required for the first phase of development is estimated to be US$300 million.[5]

In February 2026, it was reported that Excelerate Energy and Invenire Petrodyne are moving forward with their plans to develop an LNG import terminal at the Syama Prasad Mookerjee Port in Haldia.[6]
