Background

The Helwan Cement Plant, now owned by Heidelberg Materials, is the second oldest cement plant in Egypt, having commenced operations in 1929. It once had as many as 11 kilns, split between dry and wet production processes and grey and white cement, though only two dry kilns for grey cement remain operational, with a current production capacity of approximately 4 million tonnes annually. Located in a highly populated area, surrounding residents have complained of incessant dust and pollution from the plant, and negative respiratory health effects.
