Hiranmaye Haldia power station is an operating power station of at least 300-megawatts (MW) in Haldia, Purba Medinipur, Burdwan, West Bengal, India with multiple units, some of which are not currently operating. It is also known as Haldia Kasbere.

Project-level coal details

Background

In 2010, India Power Corporation (now Hiranmaye Energy) received Environmental Clearance (EC) for a 3 x 135 MW coal plant.[1] In June 2015, the company received EC for a 3 x 150 MW coal plant.[2]

The units were under construction and planned for operation in 2016-2017,[3] later pushed to 2017-2018.[4][5]

According to the August 2017 Broad Status Report by the India Central Electricity Authority, Unit 1 was commissioned on June 7, 2017.[6] Unit 2 was commissioned on December 31, 2017.[7]

According to the March 2019 Broad Status Report, construction work on Unit 3 was on hold.[8] This was still the case in November 2021, November 2022, March 2023, May 2023 and November 2023 reports.[9][10][11][12][13] The reason was unknown.

In addition, as of July 2023, the Hiranmaye Energy website still listed an outdated expected commissioning date of March 2020.[14]

Having been on hold without news or explanation since March 2019, Unit 3 was presumed shelved and subsequently cancelled.

Other references

In 2020, HMEL noted that the third unit was “not yet commissioned, however it is under development and expected in near term based on the power demand supply scenario of the state.” That year, the West Bengal Electricity Regulatory Commission disposed of a related cost petition for unit 3.[15]

In September 2021, the India Power Corporation  (Haldia) invited bids for installation of flue gas desulphurisation at the plant. The scope of work referenced three 150 MW units,[16] even though other documents noted the uncertainty around the status of the third unit.[17]

In 2022, Hiranmaye Energy was in a list of companies that issued tenders for biomass.[18]

Financing for Units 1-3

Hiranmaye Energy reportedly closed a financing agreement for the plant in 2012. The Power Finance Corporation and Rural Electrification Corporation agreed to provide RS 3500 crores in loans for Units 1-3 (US$476 million).[19][19]
