Background

The Honam coal-fired power plant was commissioned in 1973 for a capital cost of KRW 41.5 trillion (36.6 million USD). It supplied energy both to the Yeosu Industrial Complex and the regional grid.[1] The plant also used heavy fuel oil as a secondary fuel source; originally, heavy fuel oil was the only fuel source, but the plant converted to using bituminous coal in 1985 as part of KEPCO’s strategy of diversifying their fuel mix.[1] KRW 108.3 billion was spent on remodeling the plant in 1985. The plant has denitrification equipment installed within.[1] It employed 174 people.[2]

In 2010, the Honam power plant underwent construction/renovation to restore its operations (as well as its environmental protection equipment); the plant was upgraded to continue operating until 2021.[2]

In 2017, retiring the Honam power plant was on the table, but the Ministry of Trade, Industry and Energy decided to omit the plant from the national coal shutdown program until later, saying that the plant was needed to provide a stable power supply within the region.[3]

In 2019, South Korea announced it would decommission six coal-fired power units with a total capacity of 2.6 GW by 2021 (a year earlier than previously planned). The six coal units included both of the Honam power plant's units.[4]

The Honam power plant was scheduled to be retired in January 2021, but both units were already not operating in the winter of 2020.[5] As of November 2021, the plant was not expected to operate in December 2021 and appeared on track to shutdown by 2021.[6][7]

The coal units stopped operation "since Jan. 1 [2022]" according to the Ministry of Trade, Industry and Energy.[8]
