Background
The Hongdong Cogen power station (also known as the Jinneng Hongtong power plant) was officially proposed in June 2014, with a total investment of 3.1 billion yuan.[1] The Shanxi Institute won the bid for the survey and design of the plant in 2013[2]. The project was reviewed by Shanxi Provincial Development and Reform Commission and Shanxi Environmental Protection Department on July 1, 2015.[1][3] The plant would use a supercritical boiler, which could use both coal waste and pulverized coal as fuel, providing centralized heating for Hongdong County. The project was proposed to alleviate the reported power shortage in southwestern Shanxi and improve the quality of the Linfen power grid.[2] The plant would have 700 MW.[4]
On September 23, in an effort to mitigate carbon emissions and phase out coal, China's National Energy Administration issued a notice to cancel 15 coal power projects in Jilin, Shanxi, Shandong, Shaanxi, Sichuan, Jiangxi, Guangdong, Guangxi, Yunnan and other places with a proposed capacity of 12.4 million kilowatts that did not meet approved construction conditions. This included the Hongdong Cogen power station.[1]
