Background

China Huaneng sought permitting for 2 x 350 MW supercritical units in Ganjingzi District (Units 3-4) with two 50 MW back-pressure units (Units 1-2). The two 50 MW units were permitted for construction in 2015.[1]

As of July 2015, the two 50 MW back-pressured units were under construction. They were planned for commissioning in 2019.[2] They began operating in June 2020.[3]

2017: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects in 13 provinces, including unit 4 of Huaneng Dalian-2. It was unclear when or if the projects would be revived.[4][5] (For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.)

2021: Units 3-4 underway

Construction began on units 3 and 4 in 2021.[6]

Unit 3 was commissioned on June 1, 2022 and Unit 4 went into commercial operation on December 7, 2022.[7][8]
