Background

In 2018, China Huaneng opened a bid for a "Huaneng Songyuan Gas Turbine Cogeneration Project Feasibility Study Report”. Plans included a 2 x 460 MW gas plant as well as two new 80 MW coal-fired units.[7]

In February 10, 2022, a plan of 830MW gas-fired unit was permitted by Jilin Provincial Development and Reform Commission.[8]

In the latest 2022 feasibility study bid, the project changed from 2*460MW of gas capacity and 2*80MW coal capacity to 1*830MW gas capacity. The coal units were presumed cancelled.
