Background

The Huaneng Jining Power Station was originally built and began operating in 1973, with several units added up until 2009.[1] It supplies heating and electricity to over 12 million square meters in the Jining area.[2] Units 7 and 8, added in 2009, were equipped with desulfurization and denitrification technologies upon construction. The two units had a total investment of about 2.67 billion RMB.[3]

In 2010, a high-pressure ash pipe at the plant burst and spewed white dust over the area.[4] In 2017, all seventeen of China Huaneng's power plants were fined for excessive pollution, with the total fee being more than 7.95 million RMB.[5]

With the rise in environmental protection regulations, as well as the growth of the urban area in Jining, China Huaneng found it unprofitable to continue operating or expanding the plant and decided to shut it down in November 8, 2020.[6] In May 2021, the plant was restarted briefly to prepare for potential gaps in electricity supply during the peak season, but was shut down again shortly after.[7]
