Background

Luohuang power station is a six-unit coal-fired power plant with a total capacity of 2,640 MW. The first phase of 2*360MW units were completed in 1991. The second phase of 2*360MW units were completed in 1998. The steam turbines of the four units were all supplied by GEC-ALSTHOM, France. The third phase of 2*600MW units went operation in 2006 and 2007, and all the equipments were domesticially made. The plant is owned by Huaneng.[5] [6] [7]

Proposed expansion

Huaneng has been planning to build an additional 2 units, with 1000MW each at a different town (Youxi Town), but in the same district since 2010. The name of the new power project was "Huanneng Jiangjin Youxi Power Station"[8] The plan seems dropped since there is no further action since then. But it appears in Chongqing 13th 5-year Plan published in March 2016, as "Huaneng Jiangjin Power Station".[9]

On May 16, 2025, the winning bid announcement was released for the feasibility study report preparation of Huaneng Luohuang Power Plant 2×600MW project (Units 7 & 8). The plan involves implementing a 'Replacing small-scale power units with large-scale ones' capacity substitution for the two 360MW units of Luohuang Power Plant Phase I, with construction of two coal-fired generating units of 600MW capacity or above." [10] A tender for feasibility study and preliminary design review was issued in May[11], with a re-tender in June[12].

In March 2026, the unit size was updated to 2x1000 MW, and a tender for feasibility study and preliminary design review was issued[13]. The contract was awarded in May 2026[14].
