Background
The project began with a social stability risk assessment public notice in September 2024[4], followed by an EIA first public notice in February 2025[5] and a feasibility study tender in February 2025[6]. An EIA report was submitted in April 2025[7], and various tenders for cost consulting, energy reports, grid connection studies, preliminary design review, survey and design services followed through mid-2025[8][9][10]. The project site was confirmed in October 2025[11], and a groundbreaking ceremony was held in December 2025, marking the start of full construction[12]. Main equipment tenders were issued in early 2026[13], and piling work tenders followed in March 2026[14]. As of May 2026, the project is expected to start construction at the end of July 2026, with the first unit planned for operation at the end of May 2028 and the second unit at the end of July 2028[15].
