Huanggang Paper Mill Cogen Power Station (晨鸣纸业黄冈自备热电厂) is an operating power station of at least 100-megawatts (MW) in Huangzhou, Huanggang, Hubei, China with multiple units, some of which are not currently operating.

Background

The Huanggang Paper Mill Cogen power station was proposed as two 125 MW units; the first reportedly began construction in November 2020, and the second unit in December 2020.[4][5][6] Plans also include a 60 MW back-pressure coal-fired unit.[7] The plant was to be located in Huangzhou, Huanggang, Hubei Province, China.[8]

The Huanggang Paper Mill Cogen power station is a supporting project of Chenming Huanggang's North District Project. Both units will support the Huanggang paper mill in Huangzhou. Unit 2 is part of Chenming Huanggang's second phase for the Huanggang paper mill project; the initial investment for this second phase (which also includes four paper-processing facilities) was 12.8 billion RMB, but has since increased to 15.8 billion RMB.[6][9] After this second phase is completed, its annual sales income is estimated to exceed 10 billion RMB.[6]

Both units were expected to be equipped with desulfurization and denitrification technologies.[5] There was no proposed start date for operation as of June 2021.

The 250 MW project received a new permit in August 2021 after construction reportedly did not begin on time (within two years). Planet satellite imagery did no signs of construction at the time,[10] but construction activities appeared to start soon after August 2021.

Additional coal-fired capacity was proposed at the site,[7] but plans ended up shifting to biomass (晨鸣纸业黄冈浆纸公司自备热电厂).[11]
