Background

China Datang is constructing a 2 x 350 MW coal plant in the Economic Development District of Huludao Prefecture. Construction began in 2015.[1]

Unit 2 was commissioned in April 2020.[2] Unit 1 was commissioned in May 2020. Unit 1 has been designated as emergency "back-up" power, and will only operate on a limited basis until the designation is removed.[3] The designation was removed in July 2020. The unit is fully operating.[4]
